Your going to have to work out a rack / mount of some sort. I have to guess for $30 the quality is some what low. The good news replacements are inexpensive. This was probably made for a Chinese scoter. It includes at least $7 worth of hardware from Lowe's!

Good news is that at that price, if it's garbage you're not out much. Keep in mind that 13x13x11 is pretty dang small. Not even sure a helmet (maybe a small one) would fit in there. I think the 'frunk' is bigger.

I think the JC Whitney has a top box that's quite a bit larger, probably sturdier and it has a quick release mount for around $75.
It might be worth paying the difference.
