Do you have to wait a certain time to get an unlimited license, or is it age?

licences go like this in Europe

from 16 years old A1 -> 125CC less than 15hp Test
from 18 years old A2 -> less than 47hp Test
after two years with the A2 and older than 21 A - unlimited Test
