That looks like it was done with a grinder. Way too perfect and I'd imagine the rider would have been dragged in that one position for a very long time over a perfect surface.

I would like to know the story on that. I doubt if there was a head inside when it occurred.

Pretty gruesome. The only thing I can think of that caused that kind of damage is that helmet was dragged on the road while stuck under a car. I hope there was no one wearing it at the time.
