Rear slots & hole function

Are these rear slots (NCS) for a mudguard of some description? I'd rather fit one of those than a hugger as they don't seem too good at protecting the rear spring & swing arm pivot.
I'm also looking out for any sort of grommet to fill the elongated hole in the swingarm to stop water ingress.
Any info or thoughts welcome.
