If it is only paint - it is safe to ride but should be repaired. If it is cracks in aluminium I'd bring this wheel to the dealer for replacement. IMHO both cases should be repaired under warranty.
 
Exactly what Juggler stated!!

Get the bike back to the dealer and show them.

They must check and confirm.

If they claim it is only paint, then they can show you the paint scrapped off and allow you to see the rim before repainting to give you peace of mind that the part will hold up.

You stated it is a 2016.

Allow the dealer ship to show how much they care about their customers and make this right for you.
