Need Help Front caliper locked up after mounting new wheels

Ruby Rider: Just out of curiosity, did you remove some of the fluid from the reservoir before you fitted the new pads?
I'm not seeing yet where Ruby said that the pads were replaced.

Thread hijack :- I had my front wheel off to do the internals on the forks, when I replaced the wheel I noticed that the spacers were not even and the wheel must have been off centre by about 4mm. I don’t know if it was like that in the beginning as I didn’t check. I disassembled the lot and checked all the measurements and everything seemed ok. The spacers were identical, the spacer through the wheel was ok etc. Reassembled a couple of times with the same results. Anyway I had a couple of large washers from a previous fork project so fitted them 1 to each spacer and voila a centred wheel. Haven’t got a clue what was wrong.
 
I feel like I'm going crazy, I went to put my new wheels on today. Everything mounted up just fine. I put on the front caliper and went to build the pressure back up. It won't release. I did have the top of the brake fluid res off but I can't figure it out. I feel incredibly stupid. I've done brake jobs on cars before. I know it's a different machine but the principle is the same.. right?
Where did you get your new wheels? I'd like to have a spare set but they're quite expensive new. It's difficult to find used wheels in good shape.
 
Can you explain what pump the forks means?

Apply the front brake and push the forks through their stroke several times. Can't remember if it is needed on the NC as it has different forks to my X-Adv but many bikes have this requirement before clamping up the fork leg that is equipped with a clamp.
