You have to measure, with a meter, the battery volts while pushing the starter button.
That is the cranking volts.
So just re-read your first post.
The draw test would have to be done on the positive terminal not the negative.
A battery "tender" or trickle charger is not used to bring a deeply discharged battery back to life.
You need a proper charger, not a car charger it would be to powerful, to do that.
A trickle charger is to keep your battery topped up at all times.
12.2 volts might be the best this battery will...

The lights on the charger will only tell you that the voltage is what is required.
What it wont tell you is if the battery has the power, amps, to spin the motor.
That is what a load test will tell.
