Tourmaster neck strap?

I have a Tourmaster Synergy 2 vest liner with collar that works great. But it came with a strap, about 26" long and 1.5" wide, with velcro at the ends. How is it used?

Thanks, 2b. That makes sense. I had seen it but had it in my mind it was for the neck.

Anti ejection strap. It goes around your neck and loops to the handlebars. In the event of an accident, it keeps you attached to the bike so it won't get away from you during the slide. Safety first.
